Jones Act Waiver Analysis Shows Foreign Vessels Did Not Add Capacity

These updated maps now include anchorage voyages. Previous versions did not include anchorage voyages for both Jones Act and foreign flag vessels; these are now included in the July 15 update seen below. Under the current Jones Act waiver, foreign-flag ships frequently take advantage of anchorage voyages, which allow them to wait at anchor to opportunistically await cargo and jobs otherwise available to American crews.

Using publicly available MARAD and AIS data, Transportation Institute releases new analysis and maps that show that foreign-flagged vessels added limited capacity during the Jones Act waiver period, and few new routes. The most common waiver routes fail to bring goods to market faster, taking longer routes that are are cost inefficient under normal market conditions. Most trips taken by foreign-flag vessels during the waiver are on routes already well-served by American-flag Jones Act vessels. American flagged vessels are ready and available to serve these markets.
