May 1 2019 The Coast Guard is issuing a final rule requiring each owner or operator of a maritime facility regulated by the Coast Guard to implement a system providing seafarers, pilots, and representatives of seamen’s welfare and labor organizations access between vessels moored at the facility and the facility gate, in a timely manner and at no cost to the seafarer or other individuals. These access procedures must be documented in the Facility Security Plan for each facility, and approved by the local Captain of the Port. The final rule, which implements a congressional mandate, ensures that no facility owner or operator denies or makes it impractical for seafarers or other individuals to transit through the facility. 84 FR 12102, (April 1, 2019), (USCG-2013-1087).

April 30, 2019 In compliance with the Paperwork Reduction Act of 1995, the U.S. Coast Guard intends to submit the Information Collection Request entitled “Enhanced Maritime Domain Awareness via Electronic Transmission of Vessel Transit Data” to the Office of Management and Budget, Office of Information and Regulatory Affairs, requesting an extension of its approval for the ICR. May 1, 2019 The Coast Guard is beginning a new study of routes used by ships to access ports on the Atlantic Coast of the United States. This new study supplements and builds on the Atlantic Coast Port Access Route Study (ACPARS) completed on April 5, 2017. Coast Guard District Commanders will prioritize and schedule a Port Access Route Study (PARS) for specific port approaches and international transit areas associated with proposed ACPARS fairways within their areas of responsibilities (AOR). May 28, 2019 In order to provide safe access routes for the movement of vessel traffic offshore of the Massachusetts and Rhode Island area of the United States for vessels proceeding to or from ports or places of the United States and transiting within the United States Exclusive Economic Zone (EEZ), the Coast Guard is conducting a Massachusetts and Rhode Island Port Access Route Study (MARIPARS) to evaluate the need for establishing vessel routing measures. The information gathered during the MARIPARS may result in the establishment of one or more vessel routing measures. The goal of the MARIPARS is to enhance navigational safety by examining existing shipping routes and waterway uses. September 1, 2019 In order to provide safe access routes for the movement of vessel traffic along the Arctic Coast of the United States for vessels proceeding to or from ports or places of the United States and transiting within the United States Exclusive Economic Zone (EEZ), the Coast Guard is conducting an Alaskan Arctic Coast Port Access Route Study (AACPARS) to evaluate the need for establishing vessel routing measures. The information gathered during this AACPARS may result in the establishment of one or more vessel routing measures. The goal of the AACPARS is to enhance navigation safety by examining existing shipping routes and waterway uses, and, to the extent practicable, reconciling the paramount right of navigation with other reasonable waterway uses. *April 29, 2019 The Coast Guard announces an additional public meeting in Montauk, NY to receive comments on a notice of study entitled “Port Access Route Study: The Areas Offshore of Massachusetts and Rhode Island” that was published in the Federal Register on Tuesday, March 26, 2019. As stated in that document the Coast Guard is conducting a Massachusetts and Rhode Island Port Access Route Study (MARIPARS) to evaluate the need for establishing vessel routing measures The meeting will be held from 6:00 p.m. to 9:00 p.m. at the Inlet Seafood Restaurant, 541 East Lake Drive, Montauk, NY. 84 FR 14384, (April 10, 2019), (USCG-2019-0131).

April 30. 2019 The Maritime Administration invites public comments on their intention to request the Office of Management and Budget’s approval to renew the Information Collection Request entitled “Request for Transfer of Ownership, Registry, and Flag, or Charter, Lease, or Mortgage of U.S. Citizen-Owned Documented.” The information to be collected will enable MARAD to determine whether the vessel proposed for transfer will initially require retention under the U.S.-flag statutory regulations. April 30, 2019 The Maritime Administration invites public comments on their intention to request the Office of Management and Budget’s approval to renew an information request entitled “Requirements for Establishing U.S. Citizenship—46 CFR 355.” The information to be collected are Affidavits of U.S. Citizenship filed with MARAD to determine if the applicants are eligible to participate in various benefit programs offered by the agency. April 30, 2019 The Maritime Administration invites public comments on their intention to request the Office of Management and Budget’s approval to renew an information request entitled “Regulations for Making Excess or Surplus Federal Property Available to the U.S. Merchant Marine Academy, State Maritime Academies and Non-Profit Maritime Training Facilities.” The information to be collected will be used to determine compliance with applicable statutory requirements regarding surplus government property. May 20, 2019 The Maritime Administration invites public comments on their intention to request the Office of Management and Budget’s approval to renew an information collection entitled “Effective U.S. Control (EUSC)/Parent Company.” The information to be collected will be used to aid in identifying oceangoing vessels that may be both useful and available to the Department of Defense for deploying U.S. military equipment (such as tanks and other tracked and wheeled vehicles) and the full range of supplies (including petroleum products and fuel) necessary to sustain a force in a foreign theater of operations. *May 20, 2019 Agency Notice (Meeting) – Pursuant to the Federal Advisory Committee Act, notice is hereby given of the re-establishment of the Advisory Committee on Voluntary Foreign Aid (ACVFA). ACVFA brings together officials from the U.S. Agency for International Development (USAID) and private voluntary organizations (PVOs), representatives from universities, international non-governmental organizations (NGOs), U.S. businesses, and multilateral and private organizations to foster understanding, communication and cooperation in the area of foreign aid. The Administrator of USAID is re-establishing the Committee for two years, effective on the date of the filing of its renewed Charter.
